The Exceptional Family Member Program (EFMP) ensures that Service Members and their families receive the support, resources, and care they need—wherever military life takes them. Whether you are new to EFMP or already enrolled, our team is here to help you navigate services, connect with local resources, and build a plan that supports your family’s well-being.
How EFMP Support Works at JB Charleston
EFMP support is delivered through multiple partners across the installation. While the EFMP Family Support team at the Military & Family Readiness Center provides guidance, resources, and advocacy, medical care, enrollment, and screening processes are managed through your installation’s medical team.

🧭 What is EFMP?
The Exceptional Family Member Program consists of three key components:
Identification & Enrollment
EFMP enrollment ensures that your family member’s medical or educational needs are documented and considered throughout your military journey. Enrollment is mandatory for qualifying conditions and helps ensure continuity of care.
Assignment Coordination
EFMP works with assignment personnel to align duty locations with the availability of required services. This helps ensure families are stationed where appropriate medical and educational support exists.
Family Support (EFMP-FS)
Your Military & Family Readiness Center provides EFMP Family Support services designed to empower families, reduce stress, and improve quality of life through education, resource connection, and personalized support.

Our EFMP Family Support team offers:
🔹 Information & Referral: We connect you with local and national resources tailored to your family’s unique needs.
🔹 Education & Advocacy Support: Guidance on navigating school systems, including IEPs and 504 plans, as well as understanding your rights and available services.
🔹 System Navigation: Support in navigating complex systems such as TRICARE, educational services, and community programs.
🔹 Respite Care Support: Information on respite care options that provide temporary relief for caregivers.
🔹 Workshops & Support Opportunities: Access to classes, workshops, and events designed to support EFMP families and build community connections.

Joint Base Charleston offers a range of on-base programs and services designed to support military families, including those enrolled in EFMP. These resources provide direct access to care, education support, and family services—all within the installation.
These programs work in coordination with EFMP to ensure comprehensive, installation-level support.

In addition to on-base support, the Charleston Tri-County area offers a wide range of community-based services to support families with special medical and educational needs. These organizations provide local access to care, therapy services, educational support, and family-focused programs.

BabyNet South Carolina
BabyNet is South Carolina’s interagency early intervention system for infants and toddlers under three years of age with developmental delays, or who have conditions associated with developmental delays.

Offers the “Tri County Play Collaborative,” which provides families in all three counties free or low-cost access to local educational attractions.
Family Resource Center
Located in Charleston, they provide a free lending library of materials on disabilities and special education for parents.
Family Connection of South Carolina
Parent-to-parent support, resources, and advocacy for families with special needs.
Disability Rights South Carolina
Provides legal advocacy and protection of rights for individuals with disabilities, including education and healthcare-related issues.
The Arc of South Carolina
Provides advocacy, resources, and support for individuals with intellectual and developmental disabilities and their families across the state.
Autism Society of South Carolina
Offers education, advocacy, and community support for individuals with autism and their families throughout South Carolina.
Charleston County School District Exceptional Children Services
Provides special education services, including IEP development and support, for students with disabilities in Charleston County schools.
Berkeley County School District Special Education
Offers special education programs and services to support students with diverse learning and developmental needs.
Dorchester School District 2 Special Services
Delivers specialized instructional support and services for students with disabilities, including IEP and 504 plan implementation.
Center for Parent Information and Resources
Connects families to Parent Training and Information Centers that provide guidance on special education rights, IEPs, and 504 plans.
Respite Coalition of South Carolina
Helps families locate and access respite care resources that provide temporary relief for caregivers of individuals with special needs.
